Wisconsin’s 2009 Poverty Report Card: A Move in the Right Direction
The Wisconsin Council on Children and Families (WCCF), the Wisconsin Head Start Association and the Wisconsin Community Action Program Association (WISCAP) have formed a movement called Vision 2020 to end child poverty in Wisconsin by 2020. The group released the 2009 report card in May evaluating state progress towards this goal. The state was evaluated in four areas: access to family-supporting wages, safe and affordable housing, healthy children, and early care and education. Report card grades remained unchanged from 2008’s underachieving scores, with the exception of the “Healthy Children” grade improvement from B- to B, which was influenced by the state’s initiation of the BadgerCare Plus program. The group encourages support of policies that will move Wisconsin towards ending child poverty by 2020, including those that: promote worker skills and create family-supporting jobs, expand access to affordable, stable, and safe housing, expand children’s access to health care and ensure that kids are healthy, and ensure that children have a quality education from the start.
